Virtual 2020 National ID&R Forum Recap

We were excited to host the Virtual 2020 National ID&R Forum which took place from September 28 to October 2, 2020! A total of 10 virtual sessions were provided, each with an attendance of up to 650 participants! In addition, hundreds took advantage of the "open discussion" that took place after each session and were able to ask questions directly to the presenters and share their own ID&R ideas.

The primary goal of the Virtual 2020 National ID&R Forum was to provide an engaging event with the same information, knowledge, and expertise that participants always come to expect at the Forum. Based on the numerous feedback we received, it seems as if that goal was achieved.

As we all know, the Coronavirus (COVID-19) has impacted ID&R efforts in the Migrant Education Program (MEP). Many MEPs have been creative and adapted their ID&R efforts to be able to successfully identify and recruit students during the pandemic. ESCORT staff will review the COE protocols and ID&R techniques MEPs have used during the pandemic.

The Impact of Immigration Concerns in ID&R: A Conversation

Many migratory farmworkers are immigrants or have immigrants in their family. We know that immigrant status affects the MEP ID&R process, sometimes significantly. Misunderstandings about public charge may cause parents to be afraid to talk to recruiters about their children. Immigration enforcement may result in families not opening their doors or being reluctant to provide personal information to recruiters. Through an active conversation, we will examine various aspects of this impact, answering questions asked by recruiters and administrators from around the country. This session will not be recorded.

Dr. Anabel Rodriguez, a former migrant student from South Texas, will share strategies that can be used to build and maintain partnerships that encourage outreach efforts. This presentation will provide an overview of the current situation of COVID-19 in agriculture, health and safety among agricultural worker, and the importance of fostering lasting relationships with community organizations and employers.

Who Wants to be a Recruiter Extraordinaire?

This session features a quiz competition with a contestant attempting to become a Recruiter Extraordinaire by answering a series of eligibility scenarios of increasing difficulty. The contestant will use lifelines such as "Ask the Audience" to get feedback from attendees, "Phone a Friend" or "Ask the Expert" before answering each question. Come join us to discuss challenging eligibility scenarios and find out if you have what it takes to be a Recruiter Extraordinaire!

Migrant Education Programs across the country are using technology and mapping tools to enhance their recruitment efforts. Join us as we share how Google Maps can be used effectively to assist MEPs in finding eligible migrant students. This session will include step-by-step instructions and the use of its application on smartphones.

About the presenters

Jessica Castañeda has worked the last 20 years in various aspects of the Migrant Program. This includes recruiting, training recruiters, providing services to students, organizing local and state programs and a myriad of other activities. She is currently the director of the IDRC consortium working to improve ID&R in 26 states.

Sean Douglas works at Mano en Mano as the Enrollment and Outreach Coordinator (commonly known as ID&R Coordinator) for the Maine MEP. His responsibilities include coordinating statewide outreach and enrollment, ensuring MEP compliance, budget updates, and seasonal food distribution. He also participates as the Maine representative for the IDRC TST.

Matt Flaherty is an Education Specialist at ESCORT. Matt provides technical assistance and project support using his expertise of tools and techniques related to the identification and recruitment of migratory children. Matt started in Migrant Education a few years ago as an intern for the Maine Migrant Education Program, advanced to a recruiter and now serves as an identification and recruitment leader and trainer in multiple states, including Missouri, Louisiana and Texas.

Lupi Ginn is the Senior ID&R Trainer for ESCORT. Lupi provides technical assistance and professional development for migrant education program staff. Assistance includes: the most effective and appropriate strategies to identify migrant families, interview techniques, and collaborating with school districts and community based agencies. She also participates in recruitment sweeps and re-interview initiatives in several states.

Bruce Lack is the associate director of the ID&R Center in Michigan. He is responsible for the design, funding, reporting and implementation of the center. He oversees day to day activities from staff and is also a subject matter expert on the topic of recruitment and eligibility within the MEP. Bruce conducts presentations at the local, state and national level on multiple ID&R topics, including training of staff, interpretation of non-regulatory guidance, re-interview of migratory children and other topics.

Sarah Martinez is the Team Lead and Policy Lead for the U.S. Department of Education's Office of Migrant Education (OME) She joined OME in February 2011 and also serves as the program officer for 30 States. Sarah's career in education began as a preschool teacher in her home State of California, and later included coordination of a children's literacy and mentoring program, design and implementation of after school programs, content development for the National Assessment of Educational Progress (NAEP), and serving as assistant director of the Humphrey Fellowship Program at Peabody College. Sarah earned a Bachelor of Arts in sociology from Sweet Briar College and a Master of Public Policy, with a concentration in education policy, from Vanderbilt University's Peabody College.

Michelle Mattson was hired in February as the Migrant Education Consultant for the State of Michigan. She comes with many years of experience in migrant education having served for 21 years as a paraprofessional, teacher and director of migrant and EL programs for Hart Public Schools prior to coming to her current position with the state.

Patricia Meyertholen joined the Office of Migrant Education in June of 2010, bringing with her over twenty years-experience working with the Migrant Education Program (MEP) at the State level. She currently serves as the Group Leader for the MEP. Prior to joining the U.S. Department of Education, Ms. Meyertholen did just about everything related to the MEP, including working for the MEP at the Texas Education Agency for 15 years, directing a 17-state consortium grant for migrant secondary aged out-of-school youth, and working for the Indiana MEP as a recruiter, tutor, program evaluator, and assistant director. Pat earned a Bachelor of Arts from Boston College and a Master of Arts from Purdue University.

Clare Ortiz is a Regional Recruiter/Advocate for the Arkansas MEP where she coordinated the OSY Summer School during the Summer of 2020. Clare also recruits migratory children and youth during her spare time for the Louisiana and Missouri MEPs.

Dr. Anabel Rodriguez is the daughter of Mexican immigrants and seasonal migrant farmworkers from the border town of Rio Grande City, Texas. She received her B.S. in Biology from St. Edward's University, her M.P.H. and Ph.D. in Epidemiology from the UTHealth School of Public Health. For the past six years, her research has focused on occupational health and safety interventions among agricultural workers. Most recently, her work has focused on tuberculosis and total worker health among dairy workers in Texas and mental health care access among migrant farmworker families in South Texas.

Juana Rodriguez-Vazquez is the Migrant Education Services Director - Milbridge, ME. Juana first came to Milbridge 15 years ago to participate in Maine's wild blueberry harvest. In 2013, she became involved with Comienza en Casa / It Starts at Home to prepare her to be her son's first teacher and prepare him for success in elementary school. Her active participation over the years and her commitment to sharing her knowledge and experience with other parents in the program led her to become a part-time AmeriCorps with Mano en Mano in 2014. Through this position, Juana was involved in a range of activities such as creating short non-fiction informational videos for other parents, helping to coordinate bi-lingual learning activities for families, and co-presenting about her experiences at national and regional events. Juana is pursuing her degree in education at the University of Maine at Machias.

Roger C. Rosenthal is an attorney and Executive Consultant for NASDME, as well as Executive Director for the Migrant Legal Action Program in Washington, DC. He has presented often regarding immigration policy and its impact on the farmworker community. He also is considered one of the foremost legal experts regarding the Title I, Part C Migrant Education Program.

Jose Sanchez is a Senior Recruiter at ESCORT. Jose carries out duties related to Migrant Education Program identification and recruitment. He conducts research and carries out recruitment sweeps and re-interviews using the latest data, trends and technology. Jose has an extensive background working with migrant families, youth, and employers.

Zach Taylor is the State Coordinator for the South Carolina Migrant Education Program. Zach has experience in program monitoring, evaluation, intra- and interstate collaboration with governmental agencies and non-government organizations. He is bilingual in English and Spanish with a passion for indigenous languages and cultures in the Americas as well as sustainable, humanitarian program development for disadvantaged and marginalized populations.

Teresa Webber serves as the Project Specialist for the Migrant Education Program in the state of Missouri. She is in charge of conducting all identification and recruitment efforts within the state, along with training and professional development for recruiters in Missouri. In addition to Missouri, Teresa has experience organizing and implementing recruitment sweeps in various contract states. Teresa has been with ESCORT since 2015. She obtained a Bachelor of Arts in Spanish and P-12 Education from Western Kentucky University (2011), a Master of Arts in Spanish with certification in Latin American & Latino Studies from the University of Louisville (2013), and is currently pursuing a PhD in Educational Leadership and Policy Analysis with emphasis on K-12 educational policies from the University of Missouri.

Emily Williams has been working with migratory farmworkers and their families since 2012 in a mobile health unit, migrant head start, and currently with the SC Migrant Education Program. Her favorite parts of her job include recruiting, home visits, and teaching English to OSY.
